As with the case against Netanyahu's Regime taken to the ICJ by South Africa and now being supported by other countries, it's that the matter of war crimes / crimes against humanity by individuals has been granted official recognition by the ICC.
Biden's bluster and Netanyahu's verbal spray at the ICC were predictable and IMO could even be perceived as attempting to pervert the course of justice, even more so when their countries are NOT signatories to either the ICC or the ICJ.
