Are you saying the gas needs to flow before a PPA can be fully negotiated? If so, then surely there is catch 22 here - Govt issued to 100MW tender (as a proof of concept, remember); gas exploration companies responded to said tender (only 2 were invited to submit); gas exploration companies submitted (twice); gas exploration companies were awarded Preferred Bidders status (whatever that actually means); and a year plus later, Govt finally appoints their Adviser to negotiate the respective PPAs on behalf of BPC and Ministry of Energy.

How do you break the log jam with this tediously never-ending circular motion …?
