Well, that's a good thing - maybe not for CWE but it's a sound policy. By requiring a larger output, the chances of the technology being feasible are drastically increased, and I suppose only larger, established companies can put such projects together.
Although - it's a good thing among many bad. LNP 'environment' (or should that be anti-environment) policies are generally so far behind, they make those reactionary, Tea Party hicks in the US look progressive.
I can understand the government not wanting to fund every hippy who thinks he can generate energy by drying his clothes in a strong wind, but there needs to be genuine incentive for larger companies to branch out into renewables. I mean, they're wondering how to revive an almost-dead manufacturing sector... one would think renewables would be the go.
