Coal 'seems' to be rated individully compared to other mining stocks with respect to funds for development.
We have seen this with many co's, from juniors through to the larger players.
Here's yet another example of raising cap, without (believe that's WITHOUT) diluting share holding:

In January and February 2011, MCoal Corporation received payments of US$5 million and US$25 million, for an aggregate amount of US$30 million, as part of the US$38.0 million advance payment. The proceeds allowed Novadx to capitalize acquisition activities, strengthen its balance sheet and finance development of its mines. Novadx expects to receive the remaining US$8 million payment upon closing of the Ikerd acquisition.""
Believe the m/cap for this one is around $13mil.
