of course the option is binding woy woy. they never would have entered into it if it wasn't. weather or not Mongolian legal processes are reliable has always been the biggest risk since the discovery of the seams. IMO
personally i think the share price is being manipulated. IMO. someone keeps trying to sell it down (mostly likely the party that will take the majority of the new share issue) vs the party who keeps trying to pump it up (no guesses there).
