Large volumes but not change in substantial holding

I find it very odd that huge volumes are bring traded but there is virtually no change in price or substantially holding. Does anyone have any insight as to why this is happening. E.g today the value traded was 16m dollars on the nz exhange... around 1.6% of market cap. Generally I have noticed that most companies trade under 0.5% of market cap.
