A long time. They need to rebuild the infrastructure, fund mining then fund any processing they do before sending it to china. I think we have the JORC funding, but not any mining - that is my understanding - it would be really really premature to do so anyhow.
JV, TO and OT are all on the table.
So why would you fund the mining when you're going to sell the whole thing anyhow?
