The DRC is trying to get maximum value out of its minerals from its miners and thus ordering them to process their ores within the country rather than exporting concentrates. I do wonder if this will provide more pressure to ultimately put a processing plants in Manono with the added advantage of reduced transportation costs in the future.
Congo halts Sicomines copper exports, orders local processing

"Congo ordered a ban on the export of copper and cobalt concentrate in 2013, but has delayed its implementation on several occasions because the country doesn’t produce enough electricity to process the products domestically. Most major producers other than Sicomines, such as Glencore Plc and China Molybdenum Co., already process their copper inside Congo."
