    Firstly, depositors and bondholders get bailed in, then, when that is not enough, the banks will get bailed out. The bail-in gives banks a claim only to depositors money, it does nothing to off-set riskiness beyond banks' loan books, in swaps, options, etc. So both levers will be needed.
