    Make announcements prior to the cut off date for extra share purchases to ensure a full take up of the offer

    or

    Wait until the shares are purchased and the subsequent sell-off and then announce news to bring the price back up to old levels

    I realise that legally companies are required to release info as they get it (but how strickly is this adhered to).
