WHN are known for talking up then screwing up deals so the market is probably right to be a little pessimistic. There are still some little hurdles to jump over and with WHNs track record I can understand why this didn't get the jump expected.
When those hurdles are cleared and there is a JOA signed I think the share price will begin to reflect the deals value.
