The biggest reason I can see for the repeated little updates is likely the OSMR system that is using a certain chemical as a main point of the process. This certain chemical, while known to be cheaper, is frowned upon now in the industry and across the country. It also doesn't have the name of an American company like the Conoco process so the remaining Obama lackeys in the FERC office will continue to force the hand of the company on information.
