Agreed, it is usually when prices are cheap and sentiment is weak that companies stop doing takeovers. I know this is the reverse of what CEOs should be doing, but most CEOs do exactly the opposite, buying high, selling low. BHP, RIO are selling off mines now at market bottom, and were doing major takeovers in 2007 and 2011 when prices were most expensive.
