It does seem strange if you see shorts in isolation. In reality, I think they are part of managing a position. For example if you had bucket loads of BGL shares and you felt uncomfortable with your exposure you might short to reduce your exposure. Then, if the price fell you would at least have a lower net position. In this sense shorting is a positive thing because it shows that investors have bought bucket loads in the first place.
