Moores Law is somewhat relevant for sensors and data throughput, but there are other factors, like the desired scale and application that dictate flying height. Some applications demand low & slow.
For comparison: WorldView-3 at 400+km altitude, can't be construed to mean the aircraft capture systems used by Airborne operators like Nearmap must therefore be inferior. The different altitudes, indicate a different product to cater for a different scale.
It's the same reason photographic studios don't do portrait photography using 800mm lenses, or shoot sports events using a mobile phone with a 0.8μm CMOS. The seasoned photographer will select the right combination of tools for the job.
