I think the Global Foundries delay is due to GF running at full capacity already. Coby talks about a foundry needing to buy a new machine to run WBT processes ( about the 5m mark on today's interview) .
Worth remembering GF is one of the biggest foundries in the world.
There may have been some delays , but the interest in the tech has not abated.In fact it seems to have increased.
We don't know what the revenue potential from Skywater is.
What we do know is that it definitely has opened doors to bigger fabs ,and will continue to do so.
Also don't underestimate the endorsement factor of any client.
