This is a very good question actually.
I personally haven't seen any information provided re this. Perhaps the company is in discussions with other potential applicants to share a space/facility. Perhaps they're in discussions with established government set-up facilities such as the one opened by the Andrews Government in Victoria. But, im sure they're aware of the boxes they need to tick to be eligible for a licence so I am not too concerned about that.
