The ex-megarice/emrp (Central Kalimantan)is the reference for the rehabilitation stuff going on now with international donor cooperation. Don't think they used palm plantation there for resettlement of IDP's in Central Kalimantan - they shipped them all back to Madura immediately after the conflict, most of the resettlement/recovery work was done there.
My experience was in West Kal - relocation of ex-Sambas IDPs.
