Reading that ann I get the feeling that LCY may be the vehilcle required by the Indians to take 50% of the JV with us. NMDC is saying they will be doing the deal around Sept or Oct, so given their 50% stake in LCY is expected to be finalised within 2 months the timing would make sense. Not trying to cross promote LCY as I have been holding both stocks for over 2 years, I am just putting it out there for opinions..?
