Can't stand Barnett, and the OPR does need to, and will probably one day go ahead. At the moment he is calling the shots, and may well have already done a preliminary deal with the Chinese. My guess would be he has, (expect to see him do a 'visit' to China again in the near future). While he is in charge, can't see him ever giving PDY the go ahead, no matter how much money does/doesn't get raised by PDY.
Think PDYs only salvation will be to become a 'miner' some day, or sell all the tenements to the highest bidder, after the P&R are established, many years from now.
