Yes, hard to know whether the author was given a taste of what may be in the report or not; analysts often get that kind of privileged insight and can improvise to make it sound as if it's an estimate. Then one has to consider an analyst's credibility: it is a bold claim to make (NPV in the region of USD1bn) if the result of the preliminary feasibility study point to a considerably different expectation.
