In a nutshell, GO! allows you to make calls and download things like a weather map. It's also a hotspot, so I think you can connect more than mobile phone to it. But this costs around $1k.
Zoleo is only for messaging (SMS or via the app). The app works like WhatsApp, WeChat but can be used anywhere. It's also smaller and lighter than GO!. Also cheaper at $345. I think the plans are also cheaper.
