I believe the allocations are for 2 years in metro areas (except perth) so Optus over-allocation will sort themselves pretty quick. (and NBN is playing its own game).

This auction is being played up a lot, but i think the next one will be more important because it will be closer to likely user adoption window.
Telstra will want to max out there allowance, just because they can. So the rest will be between Vodafone and TPG.
Vodafone have more financially constraints than Telstra, and have always been playing catch-up, but have a larger user base to make use of it.
TPG will want as much as possible to boost data rates, but have a more difficult path to profit from the expenditure than the others. It might make sense for TPG to go for a minimal bids, enough to get something up an running, that can be expanded on.
In 2 years there will be a lot more at stake.
