I may be wrong... but I would imagine any payout would need to come from the Chinese Company/Consortium that is taking over the license.... if that could ever possibly happen! Not holding my breath!
Kind of a "buy-in" cost to get clean rights to the deposits!
Certainly Congo (or Cameroon) would not have the money (or I dare say inclination) to make any resolution payment!
