Well in regard a list of countries wealth's, SA ranks 84th out of the 190 global economies and suprise suprise...... foreign investment is a main stream of revenue for them, any wonder they will end one deal to start another for a fee, oh and its not a new thing either, they are notorious for this dodgy tactic.
