    The release isn't delayed, is it? They're just waiting on Apple to give them the go ahead. They would've been told by Apple that their app, if it passed all the checks and balances, would be released on or before October 14th.

    Google Play, on the other hand, don't give a shit about check and balances nearly as much. And so submitting is much easier. It'll be today at some time.
