I would suspect that if the launch had been postponed until Feb, then it would prevent any revenue in Q1 and therefore be a requirement to inform the ASX as soon as they became aware of it. I also have some doubt that there has been a mix about dates for launch of PSLV and SSLV.

21/10/2019 - market sensitive release:

...has received confirmation that the Kleos Scouting Mission1 will launch on a PSLV rocket from Chennai, India in December 2019.
...The four-week launch preparation schedule will commence in mid-November with shipping of high purity butane satellite fuel to the launch integration facility in Chennai...

Any knowledge otherwise would need to disclosed. it may be worth waiting, but who knows?
