Its common with small biotech's when they reach a certain inflection point (an expected major announcement, like this distributor deal) in their progress to have a delay in the movement of the SP. It's due to hesitation of the market from previous delays and mis-steps.
The FDA approval or sales announcement by the distributor may trigger the interest and hence the rerate.
