Quite probably a mix of all your suggestions.
It put out a "statement" to everyone, S/holders alike, that they are here to put runs on the board, and with due respect to all interested party's, it shows a level of equality when advertised nationally.
Presumably, they have already got plan "A" and plan "B" in place, ......but it never hurts to have a plan "C".
