I dont think so. You said that Haw wont be able to meet the money. However, a big resources, they will get attention of medium or big companys. Plus, the gold, if they get a good or standars results they will get Jv very easily. fot instance, if you have a 40% of block in Bondi, and you dont have money to build townhouses, you will no sell yor land for peanuts, some companys will be interested to support you, if you have asll the approvals, and you don have money. A higher lcy reach , Haw will be better off. Thy did not have money, but they found someone as lcy to help them to get value.
