With regard to placement capacity....I think you're over thinking it. I don't believe there is any reason to keep a lid on sp. I doesn't make any sense to me.
They just want the ability to conduct a placement without having to get sh approval which imho is reasonable and would be more efficient than having to go to an egm. I think they did ok with the last one for 40m.
A strategic placement to a cornerstone partner may be in the works.
