They would of needed to talk with Riot to build what they have built is my understanding as you are working with their platform/client/database to make a code for the players, as to how involved it is from Riot side it could be a simple here is an API feed and documentation and Mogul you build it or maybe a bit of both.
However to get something to be a click box within the client would require more work from Riot then Mogul.
