Personally I don't buy into the theories but it is unfortunate that motive cannot be taken off the table. S11 was used as the reason to invade a country that had nothing to do with it and steal their resources. Add to that the administration of the time was loaded with ex-oil executives and motive simply cannot be taken out of the picture.
