I won't profess to be an expert regarding changes of government be it federal or state.
You would have to think that funding would be locked into agreement contracts and outcomes.
No different is it to buying a desal plant after the drought has broken. But to all those naysayers, if you think our kids and their kids won't experience a drought again..... You need water and by the way, you need power.
