i was the one with this original suggestion and i'll be thoroughly annoyed if something like that eventuated and drove the share price up as i sold out today.
i doubt it would fly anyway because that document says approved drugs acceptable only, ie there would still be expenditure required to get regulatory approval before gatesy's took it on.
