Councils don't approve/control hazard reduction burns.
This is a task allocated to the RFS since the control of Rural Fire Brigades was taken from councils and centralised in Homebush.
There is a statewide quota. Councils/local brigades ask for burns which get denied. Quota usually gets filled with easy to manage burns.
