Well, I received my response as to whether IG's statement is available to the public.

It was a little bit ambiguous, but I think it is.

My theory is that it is in a sealed envelope because it's written on a piece of paper whereas the others may be in electronic format. Apart from that, I think there's nothing special about it. Doesn't quite sound right though.

The response I received also seems to suggest that I can ask them to copy it for me (for a fee) or I can send my agent (that bit amused me) to view the document on my behalf.

So there you go, the advice I'm getting seems to suggest that most of the documents you see referred to in the record of court outcomes are available for viewing for the princely sum of $22.20. Whether you can then report what's in those documents, I guess another email would be required.
