    In what universe does a company need to comply with a law that firstly didn't apply, and then secondly was overruled?

    The obvious answer is none. But you're just overreaching, looking for any argument to suit yourself. So in your case, it's not a matter of not following the law, but just that you're making things up to suit yourself. And then you claim wonderment at why companies don't 'comply' with the never-ending litany of imaginary hurdles that you want imposed.

    If that happened to a citizen, you would consider it bureaucracy gone mad. In a market, you would consider it a failed market. Yet oddly, that is what you advocate, all dressed up in the sophist speak of the nonsensical 'social licence.' Tell me which agency issues this social licence? The anarchist's party?
