Not necessarily. Some women have told me that they have been raped but never reported it. I can understand why, especially if the perp is known to them which is often the case. One in particular told how she was raped at a party after falling asleep drunk on a bed. When told some of the blokes in the friendship group gave the perp a beating.
If my memory serves me correctly (I haven't been following it closely like some) what happened in the Higgins case is that she belatedly decided to report it again after initially not wanting to pursue charges. Perhaps at the insistence of her present partner with contacts in the media industry.
