what has changed is plenty in order to make it as difficult as possible for anyone in the industry to be seen as a scumbag mum and dad destroyer.

thats about the only change and will never change, most secretaries/ directors/ being accountants and solicitors makes for the perfect buttfking tool to work in with brokers.

very difficult to be held accountable for anything and can pretty much do whatever they like because its simply too difficult to prove what they do.

its the perfect system to scam within, the simple and effective way to stop the rot is to simply employ one police officer per 5 or so listed companies with the cost to be paid by the company's yearly fees and closely monitor all goings on with full access to what brokers are doing and who is making the money that is close to the company.. the problem with this simple fix is that the system won't pay the GVT the billions its paying them today.
