Why would they raise before releasing JORC? It's simple. If they released JORC before raising, everyone would know a CR was coming and it would act as an anchor to the JORC release. The SP wouldn't move and any momentum from the JORC release would immediately be halted. I've seen several companies do it the other way around and fall flat because of the impending notice of a CR.
Now with hindsight we know that it's not moved the SP anyway but we also know an upgrade to the JORC shouldn't be too far away, and without the distraction of an impending CR to go with it.
