According to Google translate, Lanshen did a deal in September last year to build a DLE plant in Argentina.
This matches up with the announcement's "Lanshen currently has multiple operating industrial plants in China, with a 3,000 tpa plant contracted to be built for an Argentinian company in the Salta Province in Argentina" and the instagram link you found showing Salta ministry officials at Lanshen's offices in June.
As you are aware, Hanaq is LEL's 10% partner in the Solaroz project.
