I don't think chairman level positions are posted and wait for applicants. They're headhunted and recruitment agencies search for candidates.
Actually it's the complete opposite for the majority of top level executives.. a challenge and turnaround of a company is what motivates them and they would usually have performance based incentives or KPI's in their contacts.
