SYA's biggest problem is that the bod is formed of old coal men who march in lockstop with one another, and who are resistant to technology or new ideas.
What the bod needs is fresh young blood, people who embrace new and understand new technology and know chemistry. The bod needs to contain diversified knowledge.
By the time Moblan is built, the technology for refining ore into spod will have evolved radically, and if Moblan is built with current technology, it will be redundant and cost-prohibitive to operate by the time it is finished.
