Which states were the second/third etc to follow the legalisation of gambling back in 2018?

Found an old ESPN link which tells a little story about each state and where they’re at. I think all the states that have allowed for mobile betting will potentially be the first to follow suit.

13 US states that allow mobile betting: Nevada, West Virginia,
Pennsylvania, Rhode Island, Iowa, Oregon, Indianna, New Hampshire, Illinois, Michigan, Colorado, W-DC, Tennessee.

That’s not including all the other states that allow betting. Once these states see New Jersey having another stream of taxable income. Along with Horse Racing taking off as a sport with bigger prize pools. The states and Horse Racing Associations will want to follow suit. Everyone’s a winner. And so are the Betalions.
