No you are missing the point. The ASX cannot allow a company to raise money from the public if there is a chance that the reason for raising funds change. You can't raise money and 6 months later Lottoland manages to get Lotto Betting band by all States. PC have had this deal on the table for years and have still been unable to to deliver it, though they managed to raise Millions of dollars pre ACU off the back of it.
