    They often "develop" by poaching IP from foreign companies. they provide "value" by not having industrial laws and paying their workers a pittance.

    Anyway no more from me on this, something for you to think about. In OZ I dont think there's Chinese firms who build plants using flown in Chinese labour. It will be one of the many local mining services support companies who do a pretty good job of getting on with it when I see all the site works going on for companies going into production.
