The question has to be asked, if the short sell quota for the stock is at capacity, but the stock continually fails to gain any sort of upwards traction, then maybe it isn't the big bad bullying shorters that are doing the damage to the share price after all?
Perhaps the supply is coming from people that legitimately just want out of the stock for once and for all.
Legitimate selling, maybe that's all it is!
