Just one thought here:
If in the wording the Government of Greenland has the right to say NO without any recourse, it appears that is the case.
If IA was to compromise on the mine then it would give away the very reason why it won the election. Thereby giving away its power. In every election to come IA will use this mine as the excuse why they should remain in power. This has nothing now to do with best business practices and crafting a solution that works for both parties, GGG and Greenland. Just the contractual lay of the land that will allow IA to stay in power on the fear of dirty mining.
