This little outtake is particularly concerning but perhaps someone with some legal knowledge can clarify the statement due to the odd wording that includes "presumption"?
"There is a presumption in the National Consumer Credit Protection Act that it is unlawful to lend money to consumers if they are already "a debtor under another small-amount credit contract"."
"Presumption" hardly sounds like a set law, it's either unlawful or not surely?
